Kuwait: the law prohibits public gatherings
restricts freedom of expression
Cairo, April 15, 2008,
Arabic Network for Human Rights Information stated today that the new law issued by Kuwaiti government few days ago which infringes the right of organizing gatherings or peaceful protests and restricts it, is using tough conditions. Ministry of interior approved the law and this can be considered as a clear violation of the proper right announced by the Kuwaiti constitutional court two years ago. The court assured that it is not appropriate to be at odds in regards to the right of peaceful gathering of Kuwaiti citizens.
This new law comes with the absence of Kuwaiti parliament which had broken up on last March 17. So this new law timing and reasons raise doubts as the new parliament shall be elected after one month (on next May 17). In addition, there is an obvious activity in the current time to prepare for the upcoming parliamentary elections.
Gamal Eid the Executive Director of Arabic Network for Human Rights Information said "This law was enacted by stealth! The laws support democracy cannot be issued in this way. This law stands against freedom of gathering and expression".
Arabic Network for Human Rights Information called the Kuwaiti government to withdraw this law just to avoid harsh struggle that could be emerged between the Kuwaiti government and the parliament which is going to be elected soon, rather than this law is another step towards throwing public liberties aside in Kuwait.
